President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva have today inaugurated a modular infectious diseases building at Ganja City Hospital No. 1.

The President and the First Lady got acquainted with the conditions created at the new medical institution.

It was noted that at the same time, work is underway to equip the new medical facility with additional equipment to receive patients with more severe symptoms. Consisting of three buildings, a total of 100 wards and 200 beds, the hospital complex is equipped with a centralized oxygen generator system, as well as a special ventilation system. This system will transfer the air to the wards after cleaning with a ventilation device.

In a short period of time, the 200-bed hospital, built on the basis of modern technologies, is being put into operation. Given that the fight against coronavirus continues, this hospital is of great importance.

The 5th modular hospital is being opened in our country. Two of them have already started operating in Baku, one in Sumgayit and one in the Absheron region. Similar hospitals will be opened in other cities in the coming weeks. Thus, the number of these hospitals will reach 10. This will allow us to get an additional 2,000 beds. Given the growing number of coronavirus patients, this should play a role in the fight against COVID-19.

The decision to build these hospitals was made in April. At that time, the number of patients was quite small. At the same time, as you probably remember, the difference between those who fell ill and those who recovered in April was positive. More people were recovering, not just getting sick. Nevertheless, we thought it would be useful to have extra beds. Life has shown how right it was. Because today the number of patients is growing, and thus we need new beds.

In general, I can say that if modern hospitals had not been built in all parts of the country, including Baku, in recent years on our instructions, today we would face great problems in the fight against coronavirus. In recent years, one of the most important issues in strengthening the health care system of our country has been the construction of new hospitals, and the overhaul and rehabilitation of old hospitals. Thus, hospitals have been built in the vast majority of our cities, and construction continues in several cities. The last hospital will be opened in Samukh. Funds have been allocated for these purposes and additional funds will be allocated. Today, coronavirus patients in Baku are mostly treated in hospitals built in recent years. In particular, I must mention the "New Clinic". He is the most beautiful in our country, It is the most modern clinic and one of the largest medical centers. Today, patients are treated in a clinic with about 600 beds. At the same time, we treat patients through the activities of the Educational-Therapeutic and Surgical buildings of the Azerbaijan Medical University, built on my initiative a few years ago.

Our initial preventive measures against coronavirus protected us from a major catastrophe. Because the number of infected people in Azerbaijan is very low compared to the total population. A total of 13,000 people were infected. Most of them recovered and were released from hospitals. Therefore, preventive and restrictive measures have been of great benefit.

As you know, the whole world suffers from this disease, and the sharp increase in the number of patients has hit the health system of many countries. In fact, no country's health care system was ready to treat such a rapidly growing number of patients. This was not possible. At the same time, another problem is the number of doctors who serve patients. The number of doctors cannot increase in 2-3 months. Therefore, this has become a big problem for many countries, including us. Therefore, it has been very useful in taking restrictive measures. As you know, the softening trend has already begun in early May. The reason for this was that I want to emphasize again that the number of those who were cured was greater than the number of those who were infected.

However, the dynamics of the recent period show that despite all our demands, some people are irresponsible and do not follow the basic rules. These rules have already been mentioned a thousand times. And I said, doctors said, medical experts said, different people said. Not only in Azerbaijan, but all over the world, these rules are very simple and do not require much effort to follow - a mask, distance and disinfection. These three main factors protect people. If these three factors are met, the number of infections will decrease sharply. But what do we see? We see that after the mitigation measures, these rules are being violated in Azerbaijan, and that is why we have again applied restrictive measures. Because we saw that the number of patients, the dynamics is growing, and if so, our health care system cannot continue to do so. Therefore, since the beginning of this week, a stricter quarantine regime has been applied in Baku and several other cities. The main and only reason for this is that, unfortunately, some people do not follow the basic rules of protection. How long this hardened regime will last will be shown by life and the spread of the coronavirus.

Doctors are well aware, and the public has been repeatedly told that the main purpose of austerity measures is to reduce the rate of infection. Everyone understands that the coronavirus has not disappeared and will not disappear. We are forced to live with this disease, and new rules of behavior must be introduced en masse. Therefore, the main efforts of all countries are to reduce the rate of infection, reduce the number of people getting sick, and allow the health care system of all countries to provide all patients with the necessary treatment. That is why we have taken this step, and I think we have done the right thing, although now some countries are moving forward and taking more mitigating steps. Of course, the main reason for this is the problems in the economic sphere.

We also have these problems, and the results of five months show that our economy is also in decline. Not a big recession - only 1.7 percent. But at the beginning of the year we showed very good economic indicators. We had very big plans, very good prospects. All leading international financial institutions also saw and declared 2020 as a year of rapid development in Azerbaijan. We have consciously taken restrictive measures, and I can say that we were one of the first countries in the world to take all necessary restrictive measures, to close schools, universities, public catering facilities, large shopping centers to prevent mass infection.

Therefore, I think we have taken the right step. Because I want to say again, - I have said - that human health is a top priority for me. Of course, the economy is in recession, and it is still unclear what problems await us by the end of the year. Everyone should know this. At the same time, oil prices on world markets have not yet stabilized. Of course, that great collapse was prevented and oil prices gradually recovered. However, Azerbaijan's budget is estimated at $ 55, and the average oil price for five months is $ 41. Therefore, our incomes are declining. Several important economic sectors have remained virtually inactive. One of them is tourism. Over the last 4-5 years, we have formed the tourism industry as a very strong and stimulating sector, and the number of tourists visiting Azerbaijan has been growing year by year. Last year, a record level was reached, 3 million foreigners came to our country. According to various estimates, they have spent about one and a half to two billion dollars in Azerbaijan. This means an increase in the currency coming to our country. That is, we have lost it.

Several other sectors have been inactive for a long time. The state has taken over the problems of those sectors and the people who work there. We now provide more than 600,000 people with the necessary funds, and the deadline for the payment of 190 manats has been extended, although this is a huge burden and a huge expense. But we do it. Because people who have lost their jobs, or belong to the poor, or even work informally, are in a difficult situation, and who will help them ?! The Azerbaijani state is always with the Azerbaijani citizen.

Therefore, in the first stage - when the tightening of restrictive measures was applied, and today we were forced to take these steps next time, I personally had no choice. First of all, it is people's lives and their health. Economic problems must be in the background.

At the same time, as a result of the work done in recent years and the reforms carried out, we have greatly increased our economic strength. Our economy is a stable, sustainable economy. I think that even if the economic problems worsen by the end of this year, it will not have a big impact on people's lifestyles. No social projects have been reduced. The number of facilities opened and to be opened during my visit to Ganja today shows it. No social projects have been reduced, on the contrary, we provide the construction of 10 modular hospitals. We are building new camps for IDPs. One of them is in Samukh region. New schools are being built. Today I got acquainted with the construction of a new residential complex in Ganja through the State Agency for Housing Construction. A school and a kindergarten are being built there as well.

I have said that there will be no reductions in the social sphere. I think that regardless of the scale of the coronavirus pandemic, people's living standards should remain unchanged by the end of the year. And last year, as everyone knows, a huge social package was introduced. The minimum wage has doubled on average, and the minimum pension has increased by 70 percent. Benefits increased by 50 percent and 100 percent. Problem loans were given to people in the form of compensation as a material gift. That is, billions of manats were spent for these purposes. More than 3 billion manat will be allocated to fight the pandemic. Part of this money has been spent and we are buying new equipment. We now have 23 laboratories. But, at the same time, the problem is that sometimes we can't get the equipment, any device that was already ordered in February and March. Because the countries that produce it do not sell it, they keep it for themselves. That is the problem.

Therefore, our country is facing this problem, and we must work to get out of this situation with honor. However, the steps taken by the state will not be useful if they are not supported by the public. What is support? Simply wait for the three usual rules, follow them, and show responsibility and discipline. We have shown unity and solidarity. We solve the problems of people in difficult situations, including public organizations, the Heydar Aliyev Foundation. Of course, the main burden is on the state. Assistance is provided to the poor. Entrepreneurs and individuals have contributed more than 100 million manat to the Coronavirus Support Fund, which was established on my initiative. This is a great tool and a manifestation of solidarity. Just as we show solidarity, unity, we must show responsibility. The leaders of several developed countries note that this is a war and it is impossible to see the enemy here. At the same time, it is impossible to know when this war will end. No one can say that. Now, of course, everyone is waiting for the vaccine, including us. However, some doctors believe that the vaccine may not completely eradicate the coronavirus. Who knows? This vaccine has not yet been invented. It is still being worked on. But the number of infected people is growing, so the danger is growing. The state does what it needs to do. It is impossible to do anything more. Because we have done and will do what is necessary. We are ready to spend any money for these purposes, we have the money and we do not depend on anyone. Unlike some countries, we do not apply to anyone. I must also say that according to international financial institutions, 150 countries around the world have applied for loans. That is, most of the international community. Azerbaijan did not. Because there is no need. We do it ourselves, we have the money and we spend it. But now irresponsible people should understand this. There should also be public condemnation of these people. Of course, there should be a fine for not wearing a mask indoors. But, at the same time, another citizen who sees it must reprimand him and explain it. Don't wait for the police to come, will fine him. The police are on the streets day and night to protect people, working around the clock. Therefore, everyone should wear a mask indoors.

I walk in a mask. I have shown, I will show again. I wear a mask in all closed places. Well, if the President is doing it now, why can't someone else do it? What was this difficult thing? It does not cause any problems. It's just irresponsibility and I can say selfishness and indifference. This disease is not so dangerous for the younger generation, and he thinks that I will get sick and recover. Well, you will recover, but you will also infect the elderly. You are endangering his life. Do we have to put up with this irresponsibility? Because this is a crime. Therefore, there must be public condemnation and very strict state control. When department heads see that their employees do not wear masks, of course, they must take action, react immediately and inform the relevant agencies. If this continues, I will say that they will increase the fines. Because now people with great opportunities pay a fine of 50 manats, 100 manats. He gets out, gets in his car and goes wherever he wants. Suppose he was detained or not, it is still unknown. Because it is impossible to save everyone. He pays the fine, then goes and does what he wants. That is why I have instructed that the state bodies, local executive bodies and law enforcement agencies should have more strict control over this issue. Because this is a matter of national security.

Now look at what is happening in developed countries. The situation has reached the point of crisis. Those countries where the traditions of statehood are measured by centuries, and the health care system of those countries is presented as an example in the world, they can not, because it is impossible. Therefore, I think these words should be the basis for everyone - both for citizens - they should be more responsible - and for officials, government officials. State control, public control, discipline and responsibility of citizens must increase. If we see that discipline is still being violated, then we will think about what more effective steps should be taken to take more serious measures against those who violate these rules.

At the same time, I must say that life goes on. We must implement all the programs planned for this year. Today, several important facilities are planned to be opened in Ganja. I have already attended the opening of a new plant today. I have been told that more than 300 people will be employed there. The products produced at this plant will replace imports and supply the local market.

I have given relevant instructions on the restoration of historical monuments in Ganja. You know very well that the reconstruction and expansion of the Imamzadeh historical and religious complex, which is very dear and sacred to all our people, the construction of a mosque and other facilities there has been ensured. Today we will open the Shah Abbas and Ugurlu Khan caravanserais after restoration. According to my instructions, the second "ASAN service" center will operate in Ganja. Because now the population of the city is growing and the number of services in the "ASAN service" centers is growing. That's why there are queues. I have instructed that the second "ASAN service" will be launched soon. The building of the Ganja State Drama Theater is under construction. I remember that during one of my visits to Ganja, the artists of the Drama Theater addressed me. I accepted this request and instructed that a beautiful Drama Theater is being built. The second Olympic Sports Center is under construction. Because at that time, when the first center was built, I was not yet president, I was the president of the National Olympic Committee. But there is a need for a second sports complex.

You know that the Ganja State Philharmonic was built on my instructions, and it is a very beautiful architectural monument. At the same time, the necessary infrastructure projects are being implemented. I must say that the first "Green City" project in our country will be implemented in Ganja on my instructions. For this purpose, we are taking a loan from the European Bank for Reconstruction and Development worth about 70 million euros. I must also say that today, on my instructions, it is possible to take loans only as an exception. Because we have enough money. I want our foreign debt to fall even lower. Although it is still below 20 percent. But we take loans for strategic and technology-intensive projects, and I allowed them to take this loan. The "Green City" project to be implemented in Ganja will cover public transport. After that, street lighting - I know there is a problem with this issue - is the utilization of solid waste. At the initial stage, these three issues that concern people will be resolved. Of course, we will continue to take all necessary steps at the expense of the state budget.

I come to Ganja regularly. This is my 16th visit as president. That is, on average, I visit Ganja at least once a year. Today, Ganja is becoming an industrial center, cultural center and has a long history. Of course, the preservation of history is the work of each of us.

At the same time, I am very glad that as a result of the recent rapid development of agriculture and the improvement of the financial situation of people engaged in agriculture, there is great interest in this area. The number of applications to the State Agrarian University is growing. The construction of the new building is nearing completion, I will get acquainted today. The specialists needed for our country will be trained in Ganja.

I want to say again, life goes on. All necessary work is being done. But, of course, the fight against coronavirus is at the forefront of our agenda. Here, along with all government measures, the main task falls on doctors. I want to say again that I greet the doctors and appreciate their work. Recently, doctors celebrated their professional holiday. I congratulate you on this occasion and wish you new success. In the fight against the coronavirus, you are at the forefront and you risk your health, your life, the health of your loved ones. But your civic duty motivates you to do so.
